Nancy L. Moureau, RN, Ph.D., BSN, CRNI, CPUI, VA-BC, is the Chief Executive Officer and Educational Specialist for PICC Excellence, Inc, which provides education, consulting and research on vascular access devices.
Dr. Moureau is an internationally recognized expert on Peripherally Inserted Central Catheters (PICC) and issues of vascular access practice. Her work focuses on program development, application, and maintenance of continuing education “Provider Status,” publication, research, speaking, and presenting nationally and internationally, manufacturer education and product consulting, insertion and supervision of PICC lines, and other related intravenous devices.
PICC Excellence offers more than 80 online educational programs to hospitals and individuals, from large hospital systems to the smallest long-term care centers. A nurse for more than forty years, Dr. Moureau has focused on vascular access specialization and education development, applying her experience in pediatrics, neonatology, acute care, home infusion, research, and product consulting to provide information and answers on vascular access device issues and practical application for the practicing clinician.
Dr. Moureau received her Bachelor of Science degree in Nursing from East Carolina University in Greenville, NC; has attended graduate studies in the Pediatric Nurse Practitioner Program from the University of Florida and Jacksonville University, studies in Medicine from Cetec Universidad in Santo Domingo, Dominican Republic and doctoral work in Brisbane, Australia. Her Ph.D. was awarded following thesis submission and acceptance by the School of Nursing and Midwifery, Nursing Research Department for Vascular Access Studies from Griffith University in 2017.
Nancy’s specialized training was received at hospitals both in the States and internationally on peripherally inserted central catheters through MD Anderson Cancer Center in Houston, TX, ultrasound training through Vanderbilt University Medical Center in Nashville, TN, and Tampa General Hospital in Tampa, FL, subcutaneous port training for insertion and management at Gartnaval Royal Hospital and National Health Trust in Glasgow, Scotland, Royal Berkshire Trust Hospital in Reading, United Kingdom and Gemelli Catholic Hospital in Rome, Italy. Her training at these facilities included ultrasound, PICC, internal jugular, tunneled catheter, axillary, and port insertions.
Having received her CRNI, Certification in Intravenous Therapy through the Infusion Nurses Society in 1987, CPUI of Certification as a PICC Ultrasound Inserter in 2009, and VA-BC Board Certified through the Association for Vascular Access in 2010, Dr. Moureau supports specialization in nursing practice and is qualified as an Ultrasound Certified PICC Trainer, Basic, Modified Seldinger and Advanced PICC procedures. She has been active in the Infusion Nurses Society (INS) since the early eighties, serving in a variety of positions, including several years as Chapter President in Northeast Florida and as a frequent speaker at local, national, and international conferences. In the Association for Vascular Access (AVA), she served on the Board of Directors as treasurer and director at large for four terms (eight years), was active on multiple committees such as Membership, Public Policy, Education, Publication/Journal, and International Liaison as member and chairperson.
Dr. Moureau chaired the International Consensus Forum for the World Congress of Vascular Access (WoCoVA) Standard Minimal Requirements for Central Venous Access Devices published in 2015 and was co-chair of the Skin Impairment and Management for CVADs (SIM) taskforce published in 2016 and 2017. Dr. Moureau is an Adjunct Associate Professor with Griffith University, is a member of AVATAR, the Alliance for Vascular Access Teaching and Research Group, and is actively engaged in research at Griffith University in Brisbane Australia, and other hospitals.
Consulting services are available for manufacturers and companies for product review, new product development, research and FDA trial consulting, market overview, education development, and guidance on subjects/products related to vascular access. Companies establish a project-based retainer starting with a minimum of 6 months at $4599/month. The retainer provides the company with concentrated and immediate access with availability for up to 8 hours per month of consulting, coordinated calls with companies, networking to establish connections with other manufacturers, research review, and other activities. Some startup companies are unable to afford monthly retainers, and consulting is provided on a case-by-case basis at $699/hour, based on availability. Initial contact and discussion for 30 minutes are offered free of charge.
Initial meetings are arranged virtually and at conferences for 30 minutes. PICC Excellence provides speakers for conferences and various vascular access events. All clinicians, including Nancy Moureau, BSN, RN, Ph.D., CRNI, CPUI, VA-BC, actively speak on current issues regarding patient safety and vascular access. Clinicians are available to speak at international, national, and local conferences on a variety of existing topics or customized presentations specific to your event. Sponsorship for travel expenses and speaker honorariums are required.
Speaking venues include chapter meetings of the Infusion Nurses Society (INS), Association of Vascular Access (AVA), Association of Practitioners in Infection Control (APIC), American Association of Critical-Care Nurses (AACN), Emergency Nurses Association (ENA), or others who would like speakers for their meetings. Speakers are active instructors providing training for PICC Teams, Basic PICC education, IV Therapy Mastery, UGPIV Mastery, and other on-site hospital needs.

PICC Excellence offers expert legal consulting for medical review of patients and therapies related to PICC Lines, Midlines, intravenous infusions and issues with adults, pediatric and neonatal patients. PICC Excellence medical review services include multiple vascular access experts for adult, pediatric and neonatal reviews. All experts are active clinicians and instructors. Medical record review with development of strategies and opinions of merit are provided. Services include record review, research, timeline development, expert opinion, and testimony, as needed.

The rates for legal review are structured with an initial flat rate retainer, hourly rates that apply after the retainer, and a per-day rate for trial and testimony. Initial legal record review and opinions require a flat rate retainer of $4500 that includes record review, phone consultation, and affidavit (up to 7 hours of initial work). No opinions are provided until the retainer is received. The hourly rate for review and opinions after the initial 7 hours for case development, deposition preparation, and testimony is $595/hour. When depositions are scheduled, a $1200 cancellation fee applies, plus any preparation hours incurred. For cancellation of a prior scheduled court date for testimony, a $5,000 cancellation fee applies, plus any hours incurred for prep. Travel outside of the 60-mile perimeter is at a per-day rate of $4500 and includes trial testimony day(s). Travel time is billed at the per-hour rate of $595.
